A while ago I shared The Cutest Blog on the Block for free blogger backgrounds.
The only thing is its more of a jpeg file that's hosted by photobucket.
But if you're looking for something different that's not hosted by a server. Then check out this website:
they have some awesome templates....however WARNING!! they reformat a lot of your settings so be prepared to do some clean up and fixing once you upload it.
Not to mention be sure that you really like it and wont' tire of it and be wanting to change it in a few months because you'll have the headache all over again.
